It all depends on the state in which you live. Go to your local court house's website and see if you can download information on divorces wherein one party is no longer in the country. If not, usually the requirement is at least one person must be a resident in the state/jurisdiction in which the person files for a divorce. Notice requirements usually include publication in general newspapers of general circulation but also you may have to show you attempted to contact this person. In the world of the internet, facebook and the like, you may wish to keep researching for at least two weeks to see if you can find viable phone numbers, emails or links to others who may know this person and indicate you have filed for divorce.
