Yes, it is legal. The law does not obligate any business to do business with any other business, and a business may refuse to do business with another for essentially reason, including subjective ones--such as anger over how that other business has acted or whom it has hired, or a lack of trust of some of that other business's employees (such as former employees of the first business), or simply because it is a competitor. Since there is no legal requirement to give the competitor business, your former employer may state that it will withhold business if you are hired.
