In order to answer your question, you need to carefully read your written lease with the landlord for the land being rented in that its terms control the obligations owed to you and vice versa in the absence of conflicting state law.

If the lease for the raw land is silent about whose responsibilty it is to repair any broken water pioes, ordinarily custom and practice with landlord tenant relations is that it is the landlord's responsibility to make such repairs and pay the costs in residential leases such as yours seems to be.

If the landlord cannot make quick repairs for a broken water line or is unavailable to make the repairs, you would be entitled to make them yourself as an emergency situation and if so, you should be entitled to reimbursement from the landlord.
