What to do if I am an uninsured driver who was given permission to drive my friend’s car and had an accident?

His vehicle has limited liability insurance. I recently got into a bit of a graze with another car, however, I understand that his insurance will cover the damages of the vehicle that I grazed. Is he responsible for the damages on his car since the vehicle is insured under his name even though I was given permission to drive it?

Even though you had permission, if you were at fault in causing the accident and damage (for example, you were careless or negligent), then legally, you would liable, or financially responsible. If you do not  pay voluntarily, he could sue you to force you to pay. If you were not at fault in the accident, then you would not be liable.
