How long are licensed clinical professional counselors (LCPC’s) supposed to keep records after termination?
I was a minor when I terminated with this counselor. She said that when I was there (about 7 years ago) that she kept records on paper. She eventually switched to electronic records. She said after 6 years she shredded my file. I thought it was supposed to be 7 years and 10 years for minor files.

It appears that under Illinois law the answer to your question is as follows:
With the exception of a minor (under 18 years of age) five years after the record or report is made.
As to a minor, the period is ten years.
