How do I serve someone when they are out of the state?

I was served with relocation papers and filed a motion back but can’t serve him due to him being out of state.

The individual can be served by a process server located in or near the city or town where the person resides.

You can find process servers in the Yellow Pages under attorney services or online.  After the individual has been served, the process server can send you the proof of service which you can file with the court.
