How can I get my ex-husband to comply with the court orders stating that he has to pay half of the expenses for daycare and insurance for our 2 children?

You should attempt to get him to comply first.  If he refuses, then you can file a contempt proceeding using Form FL-410 and FL-411 (and perhaps a declaration if you think it will help).  The clerk will need to get the judge's signature, schedule a hearing date, and get the papers back to you--so you may want to bring a self-addressed stamped envelope. 

Once you receive these signed and filed papers--they must be personally served on the other party.

The first hearing will be an arraignment--and the second an evidentiary hearing.  Keep in mind this is a quasi-criminal proceeding.
