Fee for job application to outside vendor.

I’m being asked to provide a fee to apply for a teaching job (receives federal funding) to an outside contractor. Is this legal? The fee is $45 some of it goes to cover the operating costs of the vendor (which is the only way to apply) and some of it goes to ” indicate to a district that you really want to work for them” (quote taken from said vendors website)
