This appears to be a violation of a federal law called "ERISA", which covers employee benefit plans of which health insurance is considered to be. Your employer has a "fiduciary duty" to pay the premiums to the insurer in order to keep your coverage in force. By violating this duty, your employer can become liable for any medical bills incurred by you. I'd advise that you contact a local ERISA attorney.
