Employer promised me a raise

After 3 months of working with my employer I was approached about a promotion and a raise. I was given the added responsibilities however was not given the raise. When I asked about the raise, she just kept saying,

Unless you have a written agreement regarding this raise, then I'm afraid that you have no recourse here. The fact is that a company can set the conditions of the workplace much as it sees fit. Accordingly, you could be given added responsibilities but not a corresponding raise. That having been said, if you had an agreement, then you are owed for all work done and at your new rate.
