You did not "abid[e] in good faith" with the law: you violated it based on what you write, given that there was no parking from 7:30am to 12:00pm, but you parked there at 8:26am, clearly within that time frame; you therefore unquestionably violated the law.
The law is very clear that it is not a defense to say that other people also violating the law did not receive tickets or summonses; if you violated the law, you may be ticketed even if no one else is. You can see this very clearly in speeding cases: a whole line of cars can be speeding, but the police only pull over one; the fact that they only pull over one does not, however, let that driver off because the others were not ticketed.
So since you were parked in violation, your ticket is lawsful, and that others were not ticketed is no defense.
