Does the name on a car title prove ownership?

I bought a vehicle for my daughter, both of our names are
on the loan but my name is the only one on the title
I reside in the state of Pennsylvania and recently after a
falling out she took the car without my permission to stay
with her mother up on the state of Wisconsin
I have a certified copy of the title from Wells Fargo verifying
that information
They refused to return the car and they are not even
communicate with me at all at this time
I’m just making sure that I have the right to call the
authorities to obtain the car if necessary

You are the registered owner of the vehicle because your name is on the title. You can call the authorities and have your daughter charged with auto theft.  You can also sue your daughter for conversion which is theft in a civil case.
