Does my husband have to be at court?

I filed for divorce in March and he signed the
waiver for him not to be served. Does he have
to go to court or can he just sign divorce
papers and I go to court?

If your husband has signed the waiver and if he signs the final decree, then only you need to appear for the final "prove-up" hearing.  Meaning, no, your husband does not need to appear in court to finalize your divorce.
