Nationwide insurance is telling me that my medical insurance can’t subrogate and
theyNationwide or I don’t have to pay subrogation.

They have to pay any bills, losses, costs, etc. you pay if they are at-fault (as you indicate) AND you sue them for the money (and win; but if they are at fault, you should). Even when someone legally is responsible for certain amounts, as an at-fault driver would be for all costs, etc. they caused, the only legal mechanism to compel them to pay (if they do not do so voluntarily) is a lawsuit.
