Does a person’s signature have to match the name printed on their ID and passport?

I am in the U.S. and married a woman in the Philippines last year. She changed her last name to mine on her passport and ID but continued to sign her maiden name. Is this OK or should she start signing with my last name? We are doing a lot of paperwork to get her visa right now.

It does not matter.  Her signature is her signature.  If that is how she wants her signature to appear and she acknowledges that that is her signature, then it is fine and acceptable.  One's signature can take the form they like.  Some are so illegible that you cannot tell what the name is that they are signing.
