Yes, if they are listed on the lease their obligation does not end simply because they chose to leave.  However, as far as the landlord is concerned, they will look to the remaining tenant for payment of the entire rental amount.  That tenant in turn can sue the absent roommate for any out of pocket loss in small claims court.  The tenant should however try and mitigate their damages; in this case by trying to find a new roommate, if possible.  The judge will ask about this.
