In all states in this country, a person under the age of 18 needs parental consent to get married, unless the person under the age of 18 has been declared by a court to be an emancipated minor.
In your situation, your 17 year old girlfriend is a minor under the laws of the state of Georgia. So long as she is a minor, she will need at least one parent to sign a document to be presented at the county vital statistics office allowing her to get married.
