Do I need to establish a probate estate for my late mother?

She was 89 years old and had Alzheimers for the last 8 years. She lived with me for the last 15 years, since my father passed away. She was put in long term care facility 1 1/2 years ago which was paid for by Social Security and Medicaid. She had no home or property but did have a couple outstanding credit card bills. Now the state sent a letter – “Notice of intent to file a claim against estate”. We shared a checking account with $113. What do I need to do?
