You can go to court and ask the judge for help collecting/enforcing your support order. There are forms that you can get from the court to fill our and present to the judge.

Every court in California has a Family Law Facilitator to help you with your forms, as well as explain procedures. The service is free. Go to this website to find a facilitator in your county: http://www.courtinfo.ca.gov/selfhelp/family/support/flf.htm
