in the state of missouri, are employers allowed to automatically deduct time from your time card for a 30 minute lunch break even if you get the break or not or should employees be clocking out and in for these breaks.

Every state is different.  If you are hourly and only hired to work a certain amount of hours, then not clocking out is inappropriate and may or could be considered theft - i.e., you are stealing that 30 minutes from your employer for time you got a break but didn't clock out.
