When you ordered the window treatments did you sign a purchase order request of some sort? What did the order request say?  Generally deposits on custom orders are on refundable mostly because they are so specific to either the tastes and styles of the person who is ordering or the size of the order is in some way unique so that resale would be difficult.  When I say size I do not mean the monetary amount of the order itself but that thewindows themselves are a unique shape or size.  There are usually a ton of signs posted everywhere in the store as well that state that custom orders are not refundable.  Look at your paperwork.  If you have any questions as to it call the state attorney general's office consumer division.  Good luck.
