For contingency fee in Connecticut, how is the
settlement dispersed. Does the lawyer take
their ‘costs’ off the top of the settlement or the
33 1/3 off the top and then costs. What is the
law in Connecticut?

The attorney receives one third of the settlement plus expenses. Then the  liens from medical providers are paid. The remaining balance is paid to the client.
This is standard operating procedure.
It would also be advisable to refer to the retainer agreement  you signed with the attorney.
