Yes, a child or minor may be a witness to a car accident. The court (e.g. judge, jury) may not take their testimony as seriously as that of an adult, due to less life experience and a still-developing brain, but that doesn't mean they can't testify, just that their age and maturity is taken into account in evaluating their testimony.
