I was charged with drug sales in
someone else’s apartment and am
innocent. If I beat the case can the
police charge the person who made

Yes, they can. The outcome of your case may protect *you* from futher prosecution (e.g.under the "double jeopardy" doctrine) that the protection is personal to you; it does not protect any other person from facing charges for the offense. Obviously, there would have to be sufficient evidence against the other person(s) as to sustain the case.
