The only person that can revoke and reissue a Power of Attorney is the person for whom it is made - your parent.  What I think you are intimating her is that your sibling used undue influence on your parent to have them change the POA.  If you believe that your parent is not of sound mind to make this decision or was in some way rail roaded by your sibling speak up.  Talek to your parent.  If your parent is not competant then decide if you need to become the guardain or conservator of their estate.  Good luck
