Do you have an employment contract or is there a union/collective bargaining agreement that prohibits this action? Is your treatment the result of some form of legally actionable discrimination (which does not appear to be the case from what you have written). The fact is that most employment is "at will". This means that a company can set the conditions of the workplace much as it sees fit. This includes reducing a worker's hours for any reason or no reason at all, with or without notice.
