Can my mom freely make copies of her trust and distribute them to all her children?
My ‘control freak’ brother says that the attorney who did her trust says that my
mom has to sign of paper, notarize it, and send it to him stating she gives
permission for my sibling and myself to have the copies.

Your "control freak" brother is 100% incorrect: if it is your mother's trust and she is still mentally competent, she has complete freedom and discretion to give a copy of her trust to anyone she feels like--she could even publish it in the newspaper if she wanted (though this not recommended). It is HER trust, not your brother's: she decides who to share its terms with.
