Yes, of course you employer can ask: any person can ask any other person anything he or she wants--whether someone works there, for example, or even what their salary is, what they do, have they had any problems at work, etc. However, at the same time, any person is free to not answer any questions they choose to not answer, so you part-time employer can be silent, say that "we don't answer questions about our employees," tell your full-time employer that "if you want to know where John/Jane Doe works, you should ask him/her," etc.
