Can my employer re-write my job description to include administering disciplinary actions because he no longer wants to perform this duty himself?

I am employed by a college as the Director of Resident Life and oversee the Resident Advisors and the students rooming on campus. Discipline was administered by the Dean of the Program. Can this just be written into my job description?

If you do not have an employment contract, which sets or  specifies your duties, then yes, your employer may change or add to your job description, including to avoid having to do an unpleasant job himself. That is because except as limited by a contract, the employer has free reign and full discretion to determine and change employees' duties and responsibilities.
