Yes, it is perfectly legal to do this an employer can change an  employee's pay at any time for any reason, so long they are paying at least mimimum wage. However, they can only do this going forward, or for work done from and after the moment they tell you that your pay has been changed. They cannot retroactively change pay any work you did prior to them changing your pay must be paid at the prior or then-in-effect rate.
