Can my employee change my timecard for taking too long on doing side work?

I’m a bartender and my boss changed my timecard saying it shouldn’t have taken me that long. Can he do that?

No, he cannot. The law (e.g. the Fair Labor Standards Act) requires employers to keep accurate time records and pay employees for all time worked. If your employer does not, you could file a complaint with the department of labor. Bear in mind, though, that while your employer cannot legally change your time card, unless you have a written employment contract protecting you, he could suspend you, cut your hours or pay, change your job or shifts, or even fire you. While what he is doing is illegal, his legal options, if he is unhappy with you, may be worse.
