If the money was put in a trust fund for you before he died, with no conditions of control on his part during life, probably not. But if the death triggered your right to the trust fund to you, then it was a inheritance to you; the medical bills incurred, the state is entitled to recover their outlays; you are not entitled to an inheritance at the taxpayer expense, if the taxpayer paid his medical bills.
