Yes, an insurer can require this. No one is required to be in the insurance business; if a company chooses to sell a certain type of insurance in a certain market, it has the right to only sell it on a "bundled" basis--that is, to require you to buy more than one policy. Most companies don't make it mandatory, but rather give you an incentive to do this--e.g. they provide a discount if you bundle--but a company could opt to sell only bundled products.
