Can I sue my employer for allowing the muffler to be stolen from my car while I was at work?

This is the second time and second month in a row this has happened and we were promised that security would be provided to avoid these situations and none has been.

The first time it occurred, you cannot sue your employer because there is no contractual expectation for you to have security.  Once the promise occurred, you need to discuss with an attorney about whether detrimental reliance in this matter is sufficient to force your employer to pay for your car's damages.
