Can I sue a company to get a refund for a cruise that was not able to be taken due to medical reasons?
The cruise was purchased several months prior and then my dad got sick and
was hospitalized for a week, the week of the cruise. The cruise was
purchased for 11,000. The only resolution the company has offered is a
500 credit for another cruise.
What are my options?

You don't really have any options, unless you purchased some form of cruise or travel insurance, in which case you are entitled to whatever the insurance you bought gives you under this circumstance.
Otherwise, your family's medical problem is--not to be too blunt--your and your family's problem: it's not the cruise company's problem. The cruise company does not owe you any compensation or refund for the fact that you missed a trip due to factors outside its control; it would only be liable and have to offer compensation if it caused the missed cruise, which is not the case you describe.
