I was in a school zone in Fort Worth TX picking up my kids from school. As my kids were getting in a man comes to the car taking pictures of the car saying he was going to turn me in to the police for stopping in front of a fire hydrant.

Yes, you can: there is no law saying that the police must personally witness a violation, infraction, or (much more serious matters) crime personally before issuing a ticket, summons, or even arresting. All that is necessary is sufficient reliable information that they can conclude that a violation occured, and a photograph can certainly provide that.
