As a general matter, yes: you can sell a property with faults or defects so long as they are clearly disclosed to the buyer and the buyer agrees to buy the property "as is" with knowledge of them. Make sure the disclosure is in writing so you can prove it at need.
The above said, you have to check your county and municipal zoning, health, etc. codes--if those local laws or ordinances require a working system, you would have to comply. You can get information from the building, housing, and/or health department(s).
