Can I get my vehicle returned to the titleholder, if it was taken by the police for a durg offense?

The car is not paid off or in my name.

You need to speak with an attorney about this, but you may need to be prepared for the fact that it might not be returnable: the authorities can confiscate (forfeiture) vehicles that are used in the commission of drug-related crimes in many cases, even if the vehicle belongs to someone other  than the one who was at the time using it for the crime.
