Yes, technically you are responsible for damages caused by your animal, especially if it is "running free" or off of your property. I know that cats commonly wander their neighborhoods and very rarely stay within their own yard. So if your cat is leaving your property and causing damage to a neighbors property, yes you could be held liable, assuming your neighbor can prove that it is your cat who is causing the damage. These seem like minor damages and not worth while to sue someone over, but technically you are liable.
