Immigration is a federal practice so you do not file in a state; it's a petition that's filed federally with the USCIS.  However, you can still maintain F-1 status while the application for asylum is pending.  If your asylum application is not approved, however, you may have a difficult time extending your F-1 status given that you will have had immigrant intent with the filing of the asylum application.
