Asent an employmet contract/union agreement to the contrary or some form of actionable discrimination, this action is legal. In an "at will" work relationship, an employer can set the conditions of work much as it sees fit. This includes reducing a worker's hourly wage rate. That having been said, a reduction can only be for hours yet to be worked; not for hours that have already been workedb. In other words, a pay decrease cannot be made retroactively.
