An employer can decrease a worker's wages without notification so long as there is no union agreement or employment contract stating otherwise. However, an employee's pay can only be reduced for work not yet performed; work already completed must still be paid at the higher rate. In other words, wages cannot be retroactively decreased. Absent some form of legally actionable discrimination, the fact is that a business can set the conditions of employment much as it sees fit.
