As a rule an employer and employee tend to have an agreement called at will employment. This means that the employer can fire the employee or the employee can quit and there does not need to be any criteria met for such actions. I am however not an attorney in WV so you should contact a local employment attorney to speak to them, many offer a free consultation.

In my opinion however an employer does have the right to enforce certain policies as long as they are not deemed illegal. It is up to the employer to decide if signing the policy is a condition of employment.

You should look at any contracts or paperwork signed when the original agreement began. Bring that to your attorney but in short usually an employer does have the right to terminate employment if an employee will not agree to sign etc certain policies.
