They can charge it if--and only if--you were aware, or reasonably should have been aware, of a storage fee, such as if it is stated on the estimate or a work order, on their website, prominently on a sign in their office, etc. If you were aware or reasonably should have been aware of the fee, you are responsible for it; but if there was no opportunity for you to know that leaving the car could subject you to a fee, they can't unilaterally impose the fee after the fact.
