Can a tow company keep you from getting your things from vehicle

My car was towed I just purchased it and was
going to register it the following day , the bill of
sale and title are in the car and they will not let
me into the car to retrieve it I have the keys but
they say no , my purse all my cards and
clothes and everything is in that car can they
legally do that Isnt that racketeering I believe
so

In CA, the owner of a car is entitled to retrieve theor personal property from the vehicle for free. Of course proving your ownership is problematic, although you can have them get the papers out of your car and check them. At this point, pursue this case woth legal aid as you plan. They should be able to help.
