1) If you signed some non-competition or non-solicitation agreement that bars you from working for that employer, that agreement can be enforced against you.
2) If the prospective employer has a contract with the placement services company or agency that they will not hire you for a year, that agreement can be enforced against that employer, barring them from hiring you.
If there is no contract or agreement preventing your employment, the prospective employer may hire you.
