Most work arrangements are "at will", which means that a company can set the conditions of employment much as it sees fit (absent some form of legally actionable discrimnation). Accordingly, unless this mandate breaches the terms of a union agreement or employment contract, an exempt worker can be required to clock in and out for the day/lunch. This does not effect the wages they are due; they still need to be paid their full salary.
