A physician can look at your records if he or she is your doctor and is reviewing your medical history or is about to have a consultation with you or you havebeen referred to this doctor.  Without cause doesn't really have anything to do with it unless you mean to say your HIPAA rights (health medical records) have been violated. If this is the case, and you have solid proof, you might have cause to sue and obtain some sort of nominal amount (higher amount if you were damaged by the doctor reviewing your records for no reason).
