No, no one can do this. Depending on the exact circumstances, doing so could be fraud and/or identity theft, as well as misappropriation of your name for his own benefit (everyone has the right to control the use of his/her own name and likeness). You could sue him for any damages you suffer as well as for a court order directing him to stop doing this. In some circumstances, you may even be able to press charges. Since you do not want other people with whom he deals but incurs liability to, to try and come after you, thinking you are an owner, you should consult with an attorney immediately about taking steps to stop this.
