The person when into the parole office because of a parole violation, he was then arrested because of the violation. But then their parole officer took their phone, looked through it and is adding criminal charges for things he found on the phone.

From what you have written, if the person was arrested for violating his probation and his cell phone was on his possession at arrest, it was entirely allowed for law enforcement to inventory the phone, review its contents, and if there was something illegal in it, add additional criminal charges against the person whose probation has been violated.
